A tutor enters the matching pool only after operations reviews credentials and completes a background check. Fabricated names or ratings are never shown.

No. Nothing is charged in the current pilot before request review, teacher acceptance, and secure-payment activation.
Both. University students (18 or older) can request a teacher directly. Personal tutoring for school students under 18 is not enabled yet — interest registration only.
